SBA 8(a) Business Development Program

The 8(a) program is the most powerful federal contracting certification for Native-owned small businesses. It provides access to sole-source contracts, set-aside competitions, and business development support for a 9-year term. Tribally-owned enterprises have additional advantages.

Tribally-Owned Enterprise Special Rules

  • Tribally-owned enterprises may participate in 8(a) without the usual revenue caps that apply to individually-owned firms
  • Tribally-owned 8(a) firms can receive sole-source awards above the normal thresholds
  • A Tribe may own multiple 8(a) firms without the affiliation rules that apply to individual owners
  • The 9-year term limitation does not apply the same way to tribally-owned 8(a) concerns

Step-by-Step Application Process

Confirm Eligibility

Your business must be 51%+ owned and controlled by one or more socially and economically disadvantaged individuals. Native Americans qualify as socially disadvantaged by statute. Your business must also be small under SBA size standards for your NAICS code.

Register on SAM.gov

Get a DUNS number (or UEI), register on SAM.gov as a small business, and ensure your entity is active. SAM.gov registration is free — avoid paid services that charge for this.

Create a login.gov Account

The SBA certify.sba.gov portal requires a login.gov account for identity verification. Create one at login.gov if you do not already have one.

Complete the SBA Application on certify.sba.gov

The 8(a) application is completed online at certify.sba.gov. You will need 2 years of personal and business tax returns, personal financial statements, a narrative explaining social disadvantage, and documentation of business ownership and control.

SBA Review (90 days)

SBA reviews your application within 90 days. They may send a Request for Information (RFI) if documents are missing or unclear. Respond promptly to avoid delays.

Receive Approval & Assign a Business Opportunity Specialist

Once approved, SBA assigns you a Business Opportunity Specialist (BOS) who helps you identify contracts and business development opportunities during your 9-year program term.
